How it works · Bakersfield, CA

How an ADU goes from your idea to a finished home.

Four stages, what happens in each, and which decisions are yours.

  1. Step 1Lot checkWe confirm the rules for your parcel.
  2. Step 2Site visitMeasurements, then a written, itemized quote.
  3. Step 3Plans and permitsDrawings, planning approval, building permit.
  4. Step 4BuildConstruction, inspections, certificate of occupancy.

What is the lot check?

We find out whether your parcel is in Bakersfield, another city or unincorporated Kern County, then look at its zone, setbacks, easements, flood status and utilities. You get back a short summary of what could fit.

What happens at the site visit?

We measure the yard and any garage, find the water, sewer or septic and PG&E service, look at shade and access, and talk through how you will use the unit. A written, itemized quote and a schedule follow. You decide whether to go ahead.

What happens during plans and permits?

  • Design. A custom layout, or one of the city's standard or pre-reviewed plans, or a Kern County pre-approved plan.
  • Engineering and energy. Structural calculations and Title 24 documents for the right climate zone.
  • Planning approval. In the city, the planning application and site development plan come first, with a 30-working-day review listed by the city.
  • Building permit. Construction documents go to plan check; we answer every comment.

As of October 2026, state law gives the agency 15 business days to confirm completeness and 60 days to decide a complete application when a home already exists. See the Bakersfield ADU timeline.

What happens during the build?

  1. Layout, utility trenching and site prep
  2. Slab or foundation
  3. Framing, roofing and windows
  4. Rough plumbing, electrical and HVAC
  5. Insulation, drywall and exterior finish
  6. Cabinets, flooring, fixtures, paint and solar where required

Inspectors check the work at each stage. We book the inspections and keep you posted.

How does it finish?

When the final inspection passes, the city issues a Certificate of Occupancy. We walk the unit with you, hand over manuals and manufacturer warranties, and finish any open items.

What will you need from me?

  • Decisions on layout and finishes before submittal
  • Access for the site visit, the build and inspections
  • Funding lined up before the permit is issued, since a city permit is valid for one year
